Summary:
The Vermont Medicaid Next Generation (VMNG) Accountable Care Organization (ACO) Program began in 2017 as an evolution of the Vermont Medicaid Shared Savings Program (VMSSP) to create a structure for provider organizations to join together under an ACO to voluntarily contract with the state to assume accountability for the cost and quality of care for Vermont’s Medicaid beneficiaries. The state began to cover Medicaid and some commercial beneficiaries under shared savings programs in 2014. The VMNG program represents the Medicaid component of the All-Payer Model Agreement. This program, refined over recent years, is based on the Medicare Next Generation ACO model with Vermont-specific modifications. The Vermont All-Payer ACO Model is a contract between the state of Vermont and CMS to test alternative payment with Medicare, Medicaid, and commercial health care plans across the state. Vermont Medicaid is enabled to partner in this model through an extension of the state’s 1115 demonstration waiver. The Vermont All-Payer ACO Model began on January 1, 2017 and is scheduled to conclude on December 31, 2022.
